Job Description
The Georgia Department of Human Services (DHS) delivers a wide range of human services designed to promote self-sufficiency and well-being for all Georgians. The department is one of the largest agencies in state government with an annual budget of $1.8 billion and more than 9,000 employees. DHS is comprised of three divisions and 14 Administrative Support Offices.

The Georgia Division of Family and Children Services (DFCS), a division of the Georgia Department of Human Services, investigates reports of child abuse; finds foster and adoptive homes for abused and neglected children; issues SNAP, Medicaid, TANF and childcare assistance to low-income families; helps out-of-work parents get back on their feet; and provides numerous support services and innovative programs to help families in need.

DFCS is working to implement significant child welfare reform through the Blueprint for Change plan, which is the Division’s roadmap to improving the lives of the children and families we serve. It is about strong practice, a committed workforce and the authentic internal and external engagement with our staff and the community.

The Blueprint for Change has three pillars:

Practice Model: Adoption of a practice model that will serve as the foundation to keep kids safe and strengthen families; and inclusion of guiding principles, vision and mission statement.
Robust Workforce Development: Increased staffing and expertise for Child Welfare and Family Independence; research-based caseload ratios; mentoring for supervisors; improved compensation based on proven competency; and development of a career path.
Constituent Engagement: Creation of advisory boards at state, regional and local levels; organized “roadshows” to engage the public, local stakeholders and media; and build consensus and collaboration among partners, staff, and stakeholders.

Pay Grade: L

Under broad supervision, performs complex administrative duties and statistical, financial, or operational data analysis and reporting in support of management decision making in functional area. Identifies trends, discrepancies, and variances to improve the efficiency and effectiveness of operations. May partner with other departments, divisions, outside agencies, and vendors to address business issues. Exercises various latitudes of independent judgment. May administer or provide high level support for various projects, grants, contracts, implementation of procedures, and/or any specialized functions. Assists with orientation, training, or providing task guidance of junior team members. Provides strategic analysis.

(General Summary):
This review position will be responsible for reviewing Regional and county departments. The qualitative case review process utilizes the same outcomes as federal CFSR review of safety, permanency and wellbeing of children and their families. The process is completed by reviewing a regional sample of social services cases and interviewing all relevant parties of the case (Case manager, supervisor, service providers, children, families, etc). Systemic factors are also included in the review. The process involves extensive record evaluation as well as the regional’s systemic factors through stakeholder surveys Reviews are in an effort to improve outcomes for the families and children of Georgia. These reviews are critical to the success of program delivery completed by county DFCS offices. Outcomes, trends and other findings are used in statewide management, training and policy updates and changes. Georgia is currently under a federal CFSR PIP and data from the reviews are shared with our federal partners to determine compliance with meeting this PIP.
