Stormwater Engineer
The Stormwater Engineer position is responsible for planning, coordinating and implementing the City’s stormwater drainage development, maintenance operations, the applicable requirements of Chapter – 109 Natural Resources and Environmental Protection and Chapter 113 – Development Regulations of the City’s code and applicable county, state and/or federal regulations. Duties require exercising participative management skills, high levels of negotiation, conflict management, and the ability to reach consensus on complex issues to achieve organizational goals and objectives. Under the direction of the Land Development Manager, the employee performs complex assignments which require initiative and independent judgment in assuring that activities meet high standards of service and are performed with maximum effective use of resources; that engineering functions are accomplished in accordance with appropriate technical standards; and that activities are performed in accordance with City policies.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Major duties include, but are not limited to, the following:
- Plan and manage City Stormwater Management System engineering projects, programs and operations to ensure planning, development and construction are in compliance with all applicable City/State/Federal codes and regulations, and according to all acceptable engineering practices
- Review and evaluate Hydraulic Analyses and construction drawings submitted in support of Land Disturbance Permit (LDP) applications
- Review and submit recommendations on land development and watershed management issues relative to our Codes
- Help develop, administer and enforce policies, rules and regulations related to construction site runoff control, stormwater and watershed management, stream buffers management, the Chattahoochee River Corridor management, stream restoration, and other linked or associated environmental issues
- Manage, review, and, as applicable, approve design applications and construction projects; ensure all work is approved for compliance with applicable codes, ordinances, and regulations
- Research, plan, prepare reports, draft specifications, and present recommendations for special Stormwater Management System construction and improvement projects and Capital Improvement Programs
- Assist in compliance and documentation of specific and related assigned tasks of the City’s NPDES MS4 General permit. Track and document outcomes to submit as an Annual Report
- Track and document the compliance requirements with the Metropolitan North Georgia Water Planning District Audits
- Review and analyze proposed grading and construction drawings required by the City’s LDP program
- Respond to citizen requests concerning stormwater issues and infrastructure and draft reports for solutions. Track complaints and document outcomes to submit as an Annual Report
- Administer the Dry Weather Outfall Screening Program, as part of the City’s Illicit Discharge Detection and Elimination Program. Coordinate with staff, laboratory personnel, and/or consultants through field testing, collection of samples for lab analysis, base flow source tracking and compliance reporting when discovered
- Provide technical expertise for compliance follow-up on enforcement actions related to Erosion and Sediment Control violations and Stormwater Management System Maintenance violations
- Provide administration support of the ongoing stormwater Infrastructure evaluation
- Provide technical assistance on as-built review of infrastructure and stormwater management systems constructed under approved Land Disturbance Permits
- Maintain active communication with contractors, engineers, surveyors, government agencies and the general public for any engineering, surveying or construction issues.
- Administer the calculation, submittal, and return of construction and maintenance surety’s or bonds
- Establish and maintain effective working relationships with citizen groups, governmental committees, and other City departments
- Effectively communicate orally and in writing, including making public presentations to the City Council and / or commissions
- Effectively use office equipment and software, including a personal computer
- Create, use, and update complex spreadsheets using in-cell formulas, marcros, and limited programming languages
- Effectively use field equipment and software, including pole cameras, iPads/tablets, crawler cameras and controls
- Prepare and analyze complex reports
- Study operations and institutes improvements without disruption of existing operations
- Performs related duties as directed
- Other assigned duties
MINIMUM QUALIFICATIONS:
- No less than four (4) years experience in surface water hydrology, stream restoration, stormwater management and relevant environmental protection activities. A higher level of experience is preferred
- Bachelor’s degree in Civil Engineering, Environmental Engineering, or a closely related engineering field from a ABET accredited university, or commensurate international accreditation
- Current registration as GA Professional Engineer or the ability to obtain registration in six (6) to ten (10) months
- Has been awarded / earned the Engineer-In-Training or Engineering Intern credential
- GSWCC Level IB, Red Card, Certification and Level II Plans Reviewer, Silver Card, Certification or the ability to obtain same in four (4) to six (6) months
- Sound knowledge of the principles and practices of land development and environmental protection
- Demonstrated experience producing, reading, and interpreting construction drawings
Recreation Leader PT
Under the supervision of the Recreation & Parks Manager, the part-time Recreation Leader provides leadership and functional supervision to a recreation program, activity or park facility; directs and/or leads the activities of a program, organizes and implements program elements and oversees participants, and performs related work as required. The Recreation Leader must be available to work as needed, including evenings and weekends. A typical work week will be between 25 and 29 hours.
This part-time position is hourly, non-exempt, starting at $12 per hour. This position is eligible for promotion to Part-time Recreation Leader II.
ESSENTIAL DUTIES AND RESPONSIBILITIES Oversee day-to-day operations of athletic fields and park facilities, including supervising participants and programs, assisting special interest groups, dealing with the public and monitoring activities in a variety of areas.

Able to travel to offsite events.
- Perform general sport field preparation tasks, special event setup/breakdown, and janitorial duties inside and outside of the facilities.
- Perform other similar duties as assigned.
MINIMUM QUALIFICATIONS
- Must be 16 years of age or older. (17 years of age or older preferred.)
- High school education or GED equivalent.
- Work experience in recreation programming, supervision, customer service and special events preferred.
- Must have a valid Georgia driver’s license with a good driving history.
- Must be able to work flexible hours to include evenings, weekends, and holidays.
- CPR/First Aid certified preferred.
PHYSICAL DEMANDS
While performing the duties of this job, the employee is regularly required to use hands to finger, handle, feel or operate objects, tools, or controls and reach with hands and arms. The employee frequently is required to stand, talk, hear, walk, sit, climb, balance, stoop, kneel, crouch, crawl, and smell.
The employee must dress in compliance with City dress code and appropriately for weather conditions.
The employee must frequently lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
WORK ENVIRONMENT
While performing the duties of this job, the employee regularly works in outside weather conditions. The employee frequently works near moving mechanical parts and is frequently exposed to wet and/or humid conditions and vibration. The employee must be able to traverse the public parks.
