Job Description
Minimum Qualifications:
Completion of a Doctor of Medicine Degree, an accredited residency and Board Certification in appropriate field depending on specific assignment (e.g. Psychiatry, Primary Care), supplemented by five years of M.D. experience in a setting where health care is the primary mission.

Specific License or Certification Required: Must possess and maintain a valid Georgia Medical License as well as a Georgia driver’s license.

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.

Examination:
The examination will consist of a review of education and experience, accomplished by analysis of the application. Application must document that the applicant possesses the minimum knowledge, skills, education and experience as listed to be rated as eligible. If selected, an official, accredited college transcript is required, at time of employment, for all degrees/course work used to qualify for this position.

Purpose of Classification:
The purpose of this classification is to provide direct medical care to assigned patients seen in County clinics and other health care centers and facilities and to provide clinical and diagnostic consultation to Nurse Practitioners and other clinicians.

Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Performs clinical and diagnostic evaluation of the medical and in some cases the psychiatric condition of assigned patients: Provides complete, comprehensive outpatient care including clinical evaluation, diagnosis and treatment planning and recommendations: takes personal, social and family histories and documents findings; conducts head-to-toe examinations pelvic examinations as appropriate; provides appropriate treatment of medical conditions; follows all treatment protocols and standard regimens approved by state Department of Health and CDC; completes accurate and timely documentation in patients’ medical records; and performs follow-up visits and further examinations for any problems detected.

Manages acute and chronic illness: Develops a plan of care; coordinates care with other health care and ancillary service providers; determines the need for case conferences and manages conferences; makes referrals to internal and external health care and ancillary service providers; and completes accurate and timely documentation in patients’ medical records. Performs clinical consultation with physicians and other health care professionals in same clinic/facility as well as those in other settings external to those owned and operated by Fulton County.

Serves as supervisory physician in clinics and serves as medical consultant to staff physicians, nurses and other clinicians concerning clinic findings as well as treatment planning. Performs clinical and diagnostic consultation to Nurse Practitioners on staff.

Participates in various administrative and clinical meetings in the clinic/health care center including quality improvement, clinic administrative reasons and/or case conferences; provides medical perspective and guidance in clinic/health care center operations and management. Acts as clinical Lab Director and performs a variety of quality assurance functions.

Motivates, supervises and develops assigned staff: Directly supervise mid-management staff and manages remaining staff through subordinate supervisors; performs supervisory functions including assigning work, managing employee performance and conduct, assessing training needs, recruiting/interviewing/selecting, and coaching/mentoring/modeling; provides assistance to supervisors in resolving employee discipline and other supervisory issues; supervises the preparation of periodic reports and or service analyses; promotes cooperation and teamwork; conducts and participates in staff meetings and case reviews; manages and resolves conflict, analyzes work flow and adjusts as needed; plans, organizes and coordinates projects; determines the allocation of resources; makes hiring or termination decisions/recommendations; and administers disciplinary action as required. Conducts special projects and research: directs and participates in research, planning and evaluation of projects that support and inform public policy and County practice.
