Job Description
Minimum Qualifications:
Master’s Degree in Nursing, Public Health or a related field required supplemented by five (5) years of experience in Public Health or Nursing to include two (2) years supervisory experience; or any other combination of education and experience that provides the requisite knowledge, skills and abilities to perform the job.
Specific License or Certification Required: Must possess and maintain a valid Georgia driver’s license; state of Georgia license as a Registered Nurse.

Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.

The examination will consist of a review of education and experience, accomplished by analysis of the application. Purpose of Classification:
The purpose of this classification is to manage facilities including evaluation of capital equipment, oversight of all operations, supervising clinical nursing staff, and coordinating clinical operations for multiple public health programs. In this capacity incumbents also interpret program standards, policies, and procedures; and participate in the development of assigned programmatic guidelines to promote good customer service, as well as collaborate with community organizations, promote the mission and vision for the Department, and promote, protect and assure the health and wellness of clients served. Nursing Supervisor is distinguished from Nursing, Assistant Director in that the former supervises assigned staff and provides oversight for single nursing programs or assigned clinics, whereas the latter manages assigned staff and operations for multiple public health nursing programs.
Essential Functions:
The following duties are normal for this position. Provides direct oversight and management of clinic operations: Directs and implements the development of strategic plans; identifies and justifies needs for service delivery; assesses facility and equipment needs and recommends capital purchases; performs ongoing performance and quality improvement measures; conducts monthly staff meetings with employee from all programs in health centers; submits work orders for building repairs and maintenance; collaborates with cleaning contractor to provide safe, clean environment; completes requisitions for supplies and equipment; collaborates with Sheriff and Security to ensure a safe environment for multiple health facilities: supervises and manages Public Health Nursing staff; interprets and enforces interdepartmental policies and procedures to ensure compliance with Public Health Master Agreement; develops and prepares proposals, reports and other documents that for multiple health facilities ; encourages a positive customer perception, handling complaints as needed; participates, plans and provides staff for disaster/emergency events with community and County partners; educates, collaborates and asses preventative health services and needs within the community; monitors clinic flow; writes Standard Operating Procedures specific to sites for all services and procedures provided at assigned health center; develops and prepares proposals, reports and other documents which identify and justify needs for service delivery, SWAT analysis and logic models; evaluates health care services and billing processes; prepares numerous operational and service-delivery oriented logs, reports and inventories; accounts for resources utilized; analyzes and interprets outcomes of service delivery and recommends necessary changes; and preforms ongoing quality assurance and improvement interventions.
Supervises, evaluates, trains and develops assigned staff: Manages nursing staff, paraprofessional staff and support staff as assigned; develops, interprets and enforces policies and procedures; evaluates employee performance; resolves conflicts; participates in hiring and interviewing candidates; participates in termination decisions and recommendations; prepares and administers appropriate discipline; coaches and counsels employees; monitors leave balances; determines allocation of resources and reviews and approves/denies request for leaves; develops, plans, schedules and coordinates staffing and implementation of services for assigned centers and facilities; ensures staff complies with professional nursing and other standards including applicable Federal, State and local laws, rules and regulations as well as standards of the Joint Commission on Accreditation of Healthcare Organizations; and provides continuous monitoring and evaluation of service delivery to assure public health standards including all laws, regulations and standards are met via direct observation, written documentation review, and analysis of reports and best practice.
Oversees and maintains customer service approach and standards for centers and facilities: Promotes completion of customer service survey; resolves customer issues and contacts customers for areas needing improvement and change; prepares reports and documents to Administration; identifies problem areas; schedules staff for trainings as identified; and completes an hourly rotation through clinic area to ensure customers are being served and concerns addressed.
Manages fiscal health of assigned facilities and centers: Monitors and evaluates billing, procurement, processes, fee collections within assigned health facilities and programs; develops and administers assigned area budgets; collects Virtual Merchant report and daily cash/credit report; collects fees for billable public health programs per fee and collection policies;
operates Georgia Health Partnership Medicaid System; communicates fiscal parameters and achievements to staff and clarifies changes; attends super user meetings and State of Georgia Billing Advisory Work group meetings; and secures monies and sends daily amounts to County Treasurer’s Department with appropriate documentation.
Participates in collaborative initiatives with other County departments and community services and organizations: Works collaboratively with community, social service agencies, schools of nursing and other partners to implement preventive health services; collaborates with interdepartmental and community managers; provides preceptor ships and orientation to students, schedules their work and evaluates performance; participates in the evaluation for meeting goals and objectives and programs to improve the health status of the community; participates in ongoing community assessment of disease indicators and health risk factors; and participates in numerous community events and activities that promote health including health fairs, Head Start physicals, lead screening events, parent/community meetings and community health education events.
